Add phone # to ipad

i am trying to set up my new iPad. how do I add a phone number to send and receive messages? The phone I need is not showing in the list of available #’s

Is the phone number in question assigned to an iPhone with the same Apple ID? If so, it should be offered to you. If not, I don't think you can use it for that.
