Have variation on the same problem. Have cleared it for me (family account master account holder), I re-entered the details, then used the reset warnings button, and went on and successfully downloaded the i-book for which purchase was initially blocked. However, now my wife (family group member) can't copy it to her devices as all her Apple devices are giving the same blocked billing message. How do we clear the blocked link?
I can’t download apps on my 5s it keeps saying billing error but my information is correct why is that?
