iPad won't play iTunes video without wifi

i have an ipad with a sim card which i use instead of wifi as it's faster and cheaper. However, it won't allow me to play or download videos that i have previously purchased from itunes. Just keeps saying I need to connect to wifi...

I have 100GB of data so that's not the issue, is there some way to get around this?

Movie rental download on itunes I rented and downloaded a movie from the iTunes Store on my MacBook Pro and started watching it. Then I decided to move it to my iPhone 7. My internet connection failed in the middle of that move and now I can’t access it from either device. Any suggestions?
