If you haven't already, make sure your iPhone is up to date, as the updates contain stability fixes that can resolve issues like yours, as well as important security updates to keep your iPhone safe. If your iPhone is up to date or updating doesn't help with your photos issue, please contact Apple for further help with this situation.

But it says when I go to turn on iCloud library that it will remove 2500+ photos so I am scared to do it.

My phone is up to date. You didn’t answer my question about when I go to turn on iCloud library it says 2500+ photos will be deleted. I don’t want to lose more photos so what should I do.
