Why Can’t I Download From App Store!!

I just got a new phone with T-Mobile , but I traded my old phone into Tmoblie when I got my new plan. But apparently, I still needed a verification code that was sent to my old iPhone to put in my new one so I could use App Store. Well. I already left the store and two employees that stayed over an hour and a half to help me. Btw SPRINT *****. Anyways, every time I try to download EVEN THOUGH it says I’m signed in on my new phone , I have to continue signing in every time I try to download the same app then it doesn’t even download it goes right back to “GET” and now saying my Apple Account is disabled ***

To verify a new trusted device : If you can't sign in with two-step verification using your Apple ID - Apple Support
