family sharring

im trying to add a family member to share my apple music with but when i try to do so i get asked to add a payment method even thought i already did (paypal) and that happen when i click on "invite via messages"

im using an ipad air 2 ios 11.2.6

help please

Apple Music for family has a higher subscriptions rate than individual and you need to be the organiser with a valid credit card.
