Turning off device

Hi, I have a question: Why is possible to turn off device when you didn’t unlock it? I mean for example: My boyfriend bought your new device iPhone X for 1300€. It has face ID, but anyone else can turn it off? Sorry, but isn’t it stupid? I have SE and it’s the same. Fingerprint ID, but turn off button works percectly to everybody. If you lost phone, and you have turned off phone, app find my iPhone won’t work. We tried. So, what’s your answer? Thanks

So what's your question?

Yes you can turn OFF iPhone anytime if it's ON.

You cannot turn OFF Find My iPhone without the owner's Apple ID & password, the Activation Lock will be triggered.
