Why I can’t change the country and regions

When I would like to make updates I can’t because the country is US and I would like to change it to Saudi Arabia

Are you currently in Saudi Arabia (you need to be in a country, and have a billing address in that country on the account, to use its store) ? If you are : Change your Apple ID country or region - Apple Support
