help I keep getting an error code unable to expand when trying to download new software has anyone got any ideas on how I can fix it?

I have been trying to download new software, it goes to download but then I get the message unable to expand, error 1 operation not permitted. HAs anyone got any ideas how to fix this? I have tried to download it on my MacBook Pro and air and get the same issue.
