The message isn't also saying to contact iTunes Support ? If it is have you done so ? If not have you tried a different network ? There aren't any problems listed on this page : Apple - Support - System Status, and I haven't seen any other posts about it, so I assume it's not a widespread problem

Why can't you buy things, what happens ? If you are getting an error message what does it say ?
Purchase could not be completed and that Itunes cannot process purchases this time. I’ve been tryingn for hours. Logging in and out and switching my phone on and off
Yes that was also mentioned. already emailed. But they’ll respond within 48 hours
