Hello.
iOS is no longer uploading to iCloud even though iCloud has 4GB available on my phone [settings/appleID/iCloud].
iPhone photos is ON with Photo Stream ON but I turned off iCloud library as keeps prompting me no space as iPhone 17.82GB.
How can I select what photos to upload to iCloud in iOS11 (and also view online)?
Any option available except paying to upload everything?

Be sure to turn back on iCloud Photos and also go into Settings > Apple ID > iCloud > Photos > and turn on the Optimize Phone Storage feature will reduce the size of the photos being stored on the device.
Hi.
I couldn't find Optimise on the iPhone anywhere and unable to turn on iCloud Photo Library as not enough space prompting an upgrade of space $.
Searched for keyword Optimize and setting not found.
