How can I tell if the photos are in iCloud or on my device. I want to delete from my device but leave them in the cloud.

I do not completely understand how ICloud works? I get the backup and restore and that my photos are in the cloud, but not sure when I can delete them from my individual devices and keep them in the cloud and still be able to view them from all devices.

You cannot delete the photos on the device and expect them to remain in iCloud if using iCloud, because that's not how it was designed.

iCloud was designed as a synchronization service and not your traditional cloud-based archival service.
