I do not completely understand how ICloud works? I get the backup and restore and that my photos are in the cloud, but not sure when I can delete them from my individual devices and keep them in the cloud and still be able to view them from all devices.
You cannot delete the photos on the device and expect them to remain in iCloud if using iCloud, because that's not how it was designed.
iCloud was designed as a synchronization service and not your traditional cloud-based archival service.

Yes it does.
You can optimize photos on the iPad but at some point you may run out of local storage. You can spend $$ to get more iCloud storage, but devices are finite.
