How can I recover playlists?

How can I recover playlists from a backup? No custom playlists (about 20) were recovered on a new Touch, though I followed prompts to use the new Touch to recover all files from a recent backup. My old Touch is broken and not accessible.

iPod classic, iOS 11.2.5

Thanks for reaching out to the Apple Support Communities! It sounds like you have an issue with your playlists not showing on your new iPod touch and I am happy to help out! Since you are using Apple Music, I suggest checking out this article to Turn on iCloud Music Library, or verify it has been turned on through the new device. This will allow playlists to show across all devices and restore the playlists from the old iPod as long as the iCloud Music Library was turned on with the old device as well.

Unfortunately this didn't work. I checked the old device and it did have iCould turned on and synced it, but no playlists came over to the new device when I tried the restore or subsequent syncs. I don't know if this makes a difference, but the playlists were created on the old iPod, not using the iTunes software.
