My phone keeps telling me my Apple ID is disabled... I have gone and reset my ID, changed my password, etc.... please help

I have an IPhone 7 running iOS 11.2.6 for some reason my phone keeps telling me that my Apple ID is disabled. I cannot buy anything or update my apps because of the issue. I have done everything I can think of including resetting my Apple ID, changing my passwords, doing a hard reset, and removing different places that I had logged in at some point.. This morning I noticed that when you go into setting and the first option on the top where I would normally look at my Apple ID etc... is kind of whited out and won’t give me access.... please help!!
