You need to restore ipad using your pc.
Make sure your pc is running the latest iTunes 12.7.3 or later.
Connect lead to USB on your pc Press just the power button down on ipad don't let go Connect lead to ipad keep power button pressed down until pc sees ipad Then wait for restore you may need to do this more than once Before it works.

The "No Service" designation appears on cellular-capable iPads that for some reason cannot connect to any nearby cell tower. Did you perhaps transfer the cellular service to the new iPad? That would take it off the old one.
"No Service" has nothing to do with your iCloud account password or connecting with your local wifi network. Of course, if your iPad has no cell service and is not connected to wifi, it would be unable to access your iCloud account.
