started using anolder iPad but it won't accept my new passcode

I have an older iPad that my daughter is using. I had changed my passcode to my iCloud account a long time ago but it didn't update on this Older iPad since I hadn't been using it. now it says "No Service " when trying to connect to our internet and the iTunes and Apps Store

You need to restore ipad using your pc.

Make sure your pc is running the latest iTunes 12.7.3 or later.

Connect lead to USB on your pc Press just the power button down on ipad don't let go Connect lead to ipad keep power button pressed down until pc sees ipad Then wait for restore you may need to do this more than once Before it works.
