What has happened???
I have a newer PC, and I have iTunes loaded, but from iTunes I can not go to Apps to see my library of Apps that I have purchased. What has changed???

Since the iTunes 12.7 release, apps are no longer managed in iTunes. See: Changes in the new iTunes - Apple Support
