Voicemail setup on iPhone SE

When trying to setup voicemail and entering a password twice it says, "Voicemail Error - Try again later". But, I can get into my voicemail by dialing *86. What gives?

iPhone SE, iOS 11.2.2, Verizon network

Voice Mail, including visual voice mail, is a carrier feature. Contact your carrier.
