iCloud password shows to go through and then nothing downloads/ updates

I have an iPhone 7 with the latest iOS (as of March 12 2018).

I can’t download any new apps, songs, or update anything. I put in my Apple iCloud password, it shows to get accepted, gives me an “OK” check mark, then it resets back to ack for it again. I have reset my phone (hard and soft), changed my password...twice, and checked for anything downloading that might keep something else from downloading. NOTHING. Still does the same thing. The password works because I can sign into iCloud and reset the password by putting in my current password.

PLEASE HELP! I can’t download any of my current songs I have purchased already, I can’t update apps, and I can’t get new ones.
