Credit card declined

I want to add my chase sapphire card as a form of payment and it keeps on getting declined. I’ve used it in the past and I’ve paid all the charges. there are no outsta charges.

iPhone 6s Plus, iOS 11.2.6

Check that the billing information was entered correctly. If so, contact your bank or the iTunes Store staff.

Billing information was checked and entered correctly but still gets denied. My iTunes account is in good standing. No unpaid transactions and credit card is in good up to date balance.
