Why is imap.aol.com not responding n blocking my mail delivery?

That's something you probably have to ask AOL. Usually it means that your AOL Screen Name or password is wrong. If you have 2 factor authentication on your AOL account (not your Apple account) you need to create an app-specific password to access AOL email with the Apple mail app.
