You'll probably have better luck in an Android forum, but a Google search turned up the following:
Transfer files between your computer & Android device - Nexus Help
https://www.android.com/filetransfer/
Also, if you are trying to transfer photos the following will work via wi-fi without using any cloud service: https://photosync-app.com/

Anything using cable? No cloud or online transfer
Depends on the device. I have an Amazon Fire 8 (used to also have an Amazon Kindle Fire HDX) and my wife used to use (still has somewhere) a Samsung phone. They all had customized skins, but at their heart they were still Android devices. When I connected them I have Android File Transfer. It automatically recognizes them and brings it up if the device is unlocked. It's kind of clunky but it does work. It's sort of like having a Finder window, and you can drag and drop just like a Finder window. You have to sort of know where everything is, but you can copy over or deposit files pretty easily. You can't open files though. They have to be copied over first, so you can't do stuff like preview photos or see what in a video file.
Without more information, the first possibilities that come to mind are Dropbox, Google Photos, Google Drive.
You may want to reply with more information on the type of data.
