If iTunes wasn't able to collect the money for the purchase (i.e. you now get a 'problem with a previous purchase' message when trying to download anything) you can pay it by putting a valid payment method on the account : If your payment method is declined, or you have a billing issue with a previous purchase in the iTunes Store - Apple Support
