iPhone 7 stuck on Searching and Flashing Apple Icon

My iPhone 7 continues to say Searching where my data spot should be in the top left corner of my phone. I've looked up how to get rid of that and it involves powering off the phone. I can't even power off my phone because when I do, the apple icon will continue to flash, go to a black screen and then flash the icon again. Over and over and over. I've taken the SIM card out and it my phone won't even notify me that there is no SIM card. I've reset my network settings as well and that didn't help. At this point im clueless on what to do. HELP?
