Is any one having trouble with iPhone resetting with sbcglobal.net apple ID's?

My iPhone 5c has reset and does not accept my current iCloud backup to restore. How can I approve this device from another when there's no place to enter information. My iPad has the iPhone listed as approved. I have an sbcglobal.net icloud account. What can I do to restore my phone?
