i put in two different card numbers and they were both deemed invalid

One of the numbers has been used for months and the other is on my Apple Pay, but I got a message that there was something wrong with my billing. So I checked that and saw it was fine. Re-entered the number and it said it was invalid. So I tried the card I use for Apple Pay and it said it was invalid as well.

Apple pay Hi, A couple weeks ago I was trying to buy something with my card that is on my phone. But when I did it said something about it not being verified. (I have money on the card)So i tried a couple more times and it still wouldn’t work. I removed my card and tried to put it back on my phone and it wouldn’t let me. I contacted my bank and they said everything is good on their end and that I needed to contact apple. Does you know how to fix this problem? (see picture)
