The reason why this is happening is because your settings prevent you from updating apps over Cellular Data. Lets fix that.
Jump into settings. navigate to iTunes and App Stores. toggle the switch that says Use Cellular Data.
WARNING: this will consume your monthly data limit. I am suggesting this as you said you do not have WiFi.
if this does not solve your issue, connect to WiFi.
