The reason why this is happening is because your settings prevent you from updating apps over Cellular Data. Lets fix that.

Jump into settings. navigate to iTunes and App Stores. toggle the switch that says Use Cellular Data.

WARNING: this will consume your monthly data limit. I am suggesting this as you said you do not have WiFi.

if this does not solve your issue, connect to WiFi.

There's a 150MB limit on downloads over cellular. No settings will change this.

If you want to download items larger than 150MB it must be done over wifi.

Facebook is 492MB it cannot be downloaded over cellular.

Connect to Wi-Fi. Then the app will load.
