icloud music library icon is on at my iPhone and iPad but my library doesn’t synchronized in two devices inspite there is enough space at iCloud???

An iCloud Music Library is not dependent on your available iCloud storage space.
This library uses separate space and is limited tom 100,000 tracks, not an amount of space.

When I add one track to my music library in my iPad it doesn’t add to my music library in my iphone
If you are using the same Apple ID for all devices, the library should sync.
You can try shutting down and restarting each device and check again. Is your wifi stable and always on?
