The “new” 2017 iPad 5th generation is Apple's budget iPad.
It's outer case is similar in size and weight to the iPad Air 1
Inside the hardware is much more up to date and faster and close to the specs of the 1st gen iPad Pro, without a laminated screen, Pencil support OR the 4 speaker audio system.
Cameras are of the 1st gen iPad Pro specs, too! 8mp Rear. Paltry 1.5mp FaceTime camera.
If you really do not need the Apple Pencil, I see no real need for any of the iPad Pro models UNLESS you really want one for the better, crisper screen with tru-tone display, the 4 speaker audio system and the much better cameras.
The iPad Pro 9.7 inch screen models have cameras that are exactly the same as those found on the iPhone 7.
You'll save a boatload of cash going with a non-Pro iPad than Pro, although the iPad 5th gen only goes to an 128 GBs storage models.
Plus, if you need a Bluetooth stylus to use with a non-Pro iPad, a few are available. Again, at a cheaper price than the Apple Pencil.
The 9.7 inch screen iPad Pro goes to 256 GBs of storage
The 9.7 inch screen also, has an anti reflective coating on the screen. The iPad 5th gen has no screen coatings and is completely glossy screen.
The 9.7 inch non-Pro AND Pro models both have 2 GBs of internal RAM.
It all rather depends on what you want and what you want to spend.
A 128 GBs storage, WiFi ONLY 2017 iPad 5th gen will cost well under $500 U.S.D. at $429
In the Apple refurb store, a 9.7 inch screen iPad Pro 128 GBs WiFi only models goes for $529 U.S.D
The 256 GBs storage 9.7 inch screen iPad Pro, in Apple's refurb stores goes for $100 more at $629 U.S.D.
It's all what you perceive is a better value for the money you may be spending.
