why cant i download free apps when i dont have money in my account? if its free why does it matter?!

You must have a payment method before you can download anything from the apps store.

Buy a iTunes gift card if you don't have a credit card.

All I can say, you will not be charged for free apps, but you must have a account that has fund in them.
