Why didn't my windows reopen when I restarted?

Mac Pro 13. My computer wouldn't connect to my wifi, so when this happens I commonly restart my computer. I made sure to have the box checked to "reopen windows". I had import websites, article and research I was using. Is there any way to fix this so I can get them all back, or some way to make sure this never happens again?
