when slowing or speeding up part of a clip ( speed ramping ) i movie seems to want to add its own swoosh sound effect and i can not figure out how to disable it i have spent hours looking around and not found any solution so far

I don't get a "swoosh" sound effect when I speed up or slow down part of a clip. My set up is MacBook Pro,current High Sierra, and current iMovie 10.1.8. You didn't mention your operating system or iMovie version. If you haven't already, you might consider updating to the above mentioned current versions.
Assuming you are using iMovie 10.x.x, try opening iMovie while holding down the Option and Command keys, and selecting to delete preferences from the box that appears. Sometimes that cures glitches.
