Question: iPad doesnt see my credit balance

I just did a restore on my ipad mini 3. Now, when I try and rent a movie, it asks for my credit card information even though I have a balance in my account. The ipad has my correct apple id etc. How to I resolve this?

iPad mini Wi-Fi + Cellular (MM), iOS 10.0.2

The purchase history on the account on your computer's iTunes (See your purchase history in the App Store or iTunes Store - Apple Support) says that it used the card for the purchase, it's not just a temporary store holding charge on it : About payment card authorisation holds in the iTunes Store - Apple Support ? What is the exact text of the message that you are getting when trying to rent the film (e.g. is it only asking to verify / confirm the card's details for id verification purposes), and does your balance cover the rental's total price (i.e. including any applicable taxes) ?
