My head is spinning!

I downloaded songs from iTunes they have a cloud with an arrow on them I can’t play them what is going on something to do with iCloud this is so bad for customer service I just want to play the songs what emotional nightmare do I have to play them

It would help if you mentioned what device and operating system is involved. The iCloud symbol with the arrow suggests that the tracks have not been downloaded but are currently in the cloud. You would normally be able to stream them by clicking the titles or download them by clicking the cloud symbol. Either requires access to the Internet, so if you don't have service, or you are on mobile device but don't have mobile data enabled for music, then it cannot play. Change the settings and/or download the tracks when you have a suitable connection.
