By 'went through the motions' do you mean that you reset its password and then logged out and back in : If your Apple ID is locked or disabled - Apple Support ? I have went through the motions to unlock it multiple times but I still get the same message ever

How long ago did you contact Support ? It can take them up to 48 hours to reply, if it's been longer than that try contacting them again (I'm not aware of a phone number for iTunes Support)
