I was charged for something a couple weeks ago and I wasn’t able to order a refund until I had paid it. I paid it and I would like to request a refund.

You cannot reach Apple directly through these columns as they are manned by volunteers, users, much like yourself. However, we can help you … but do be aware that although Apple usually treat requests sympathetically where a genuine mistake has occurred, refunds are discretionary, not a right.
On your APPLE electronic receipt you will see an invitation to ‘Report a problem’. Report what you say here as your problem and Apple will contact you.
If for some reason you do not have a receipt, follow the instructions in this Apple document where a similar ‘Report a problem’ link is offered.
