i thought swollen battery iohone replacement is free?

i have iphone swollen battery according to apple iphone who is less than 3yrs with swollen battery can be replaced for free? why do power mac center phil asking me an eatimate 60 dollars for replacement of new iphone..my phone is less than 3yrs only...and is the unit only replacement or the whole box including all accesories?
