You can delete downloaded copies of a purchase, and you can hide them from the cloud (you can't permanently delete any purchase) so that they don't show for redownloading : Hide apps for your iPhone, iPad, iPod touch, or Mac - Apple Support and Hide and unhide music, movies, TV shows, audiobooks, and books - Apple Support
