Night shift custom stopped working after DST change

MacBook Air (13-inch, Early 2014)

1.4 GHz Intel Core i5

4 GB 1600 MHz DDR3

Intel HD Graphics 5000 1536 MB

120 GB Flash Storage

macOS High Sierra 10.13.3

This morning when logging in, my night shift settings were not enabled. I have them set to custom from 3am to 2:59am so it is on all the time. I have brain injury and turning on night shift makes my headaches go away.

I tried restart, resetting pram, resetting smc, booting into safe mode. I know night shift can work because when I select turn on night shift until tomorrow it works correctly.

Apple support recommended the safe mode solution, but that didn't work either. Can anyone recommend any other solutions to fix this?

Thanks.
