Stuck at waiting to download

Hi everyone!

I have a problem with my iCloud storage on the iPhone 6s Plus (iOS 11.2.6). Basically, I'm unable to download and open any file in iCloud from the "File" app, unless I join a WiFi network. However I need to download these files with mobile data. What can I do?

I already try to switch off and on the iCloud sync and log off and on with my account. Neither worked.

my icloud is not downloading all my apps I'm trying to upload all my information to my new phone but not all of the information is transferring. Many of the apps are just stating that they are waiting. And when I sign in on the phone just seems to be stuck in upload mode if that makes any sense.
