Safari download "icon" appears

When I download a file in Safari, a transparent gray-and-white "Safari" icon appears and remains on top of all other windows. It remains after I quit Safari, and only disappears after I reboot my Mac. This started happening in OS 10.12 and continues now that I have upgraded to 10.13.3. See screen shot. Thoughts?

Right-click in Safari opens "save file as" box instead of dropdown menu It seems that whenever I get a system update on my MacBook the right-click option in Safari goes haywire. Instead of opening the dialog box (open link in new tab, new window, download as, save as, etc.) it opens a window prompting you to enter a file name to save the file (photo attached). Once you click "cancel" this window disappears and the real right-click menu is visible. I've tried messing with the Mouse and Safari settings but never figured out how to fix this. After a while when I've updated the OS it goes away, but it's happened like the last three times I've done a system update. Any explanation or hints on how to change this setting?

Safari acting strangely This has been going on for a couple of months. I'm not entirely sure, but I have a feeling that it started to happen when I updated to Monterey. Safari keeps reloading pages and keeps going back to the previous page. If it open a new tab and write a search query in the search bar it will briefly open the search results and go back to start page. It will sometimes open a page after I click the link and a second later go back. Is there a way to reinstall Safari? I'm on an M1 Mac Mini 16GB, MacOS Monterey v. 12.3, Safari v. 15.4.
