This is not about iCloud or iOS any of that. I can't add a contact to Contacts! I have multiple contacts within a company for example, or different departments scattered around the country. I can't add these "duplicate entries", Contact keeps kicking me out and bring up the first entry of that company. I can't add a new person or department! What is going on?

The branches of the company is at different locations in different cities of the country so their internet service providers are different , and their server settings will be different , may be the web mail address is used same , you can't add the contacts to their address book sitting from your location .
This is an example screen shot of some company in another location the mail address is hidden , if I try to add my contacts all information like my web mail address , mobile number , street address etc in it by filling up the credentials it will reflect as internet service provider is securing the user in another location .
You can not enter another server and then try to add the contact details .

The support article has no relevance to the question asked because it is all about dealing with apps exhibiting odd behavior on iOS and I do not have that problem. This is a desktop problem with inability to enter contact info in the contacts app in High Sierra, has nothing to do with the iphone.

never mind, just forget about it..
FWIW, as a possible workaround, when creating a new contact card for the same company, try naming them differently such as "Acme Houston" or "Acme NYC", etc.
can't add a contact to Contacts! This is not an iOS question
