can't add a contact to Contacts! This is not an iOS question

This is not about iCloud or iOS any of that. I can't add a contact to Contacts! I have multiple contacts within a company for example, or different departments scattered around the country. I can't add these "duplicate entries", Contact keeps kicking me out and bring up the first entry of that company. I can't add a new person or department! What is going on?
