If "unrestrict" means you wish to remove restrictions, then simply go to Settings > General > Restrictions, enter the restrictions passcode, and turn restrictions off.

If, as I suspect, you do not know the restrictions passcode, you would have to erase the iPhone and set it up as new to remove the passcode. Here are more details.
