I cannot get my iPhone X to vibrate only when receiving calls. It always rings too.
If this happened to me, I would try:
Settings > Sounds & Haptics > Change with Buttons = "On"
You might also toggle Settings > Sounds & Haptics > Vibrate on Silent

My iPhone X still rings loud even though I have it set to vibe. I also turned on the “vibrate on ring” and “vibrate on silent.” However this did not fix the issue. Phone still rings loud.
