I am getting warnings of low iCloud space.
Manage Storage shows half used by media, half by backup. The only option to delete backups is to turn off Backup on the device but backups are already off. Why can't I free up space?

That is exactly what your link tells me to do and following various support guides all take me back to the same instructions.
My question is why when I have turned off backup is the space still being consumed by backups. How do I manage the space on iCloud when all I can do is change settings on the iPad. I want to be able to flush the space on iCloud.
I don't know how much is 'the half', but here's a wild guess. Could that be a backup of your backed up iCloud Drive Files, Contacts, Calendars & Reminders and Bookmarks? You can look into this using this link: iCloud Settings
At the bottom, in Advanced Settings, click each to check the storage occupied.
