Restart the mac. Remove the icon that you want to move, then open the Applications folder and move the app icon to the Dock where you want it to be (remember: apps are left of the "split", folders are right of the split)

Thank to your answer, I realize the entire drag and drop was not working.
So I went to this webpage and updated the Trackpad scrolling options to three finger drag.
macOS Sierra: Mouse & Trackpad pane of Accessibility System Preferences
Now it works well and my question is solved.

What I actually need is not to remove but to move the icon. I mean to reorganize icons in Dock.
At this moment I cannot do it or not know how to.

If you right click on the icon you should have the option to remove it from the Dock.
Click and hold on the icon and drag it where you would like it.

The steps you mentioned are the normal way to do it but it doesn't work for me since I updated to macOS High Sierra 10.13.3.
