Hello. Can you please assist with an Apple ID issue upon trying to access Apps?

Hello,

I'm trying to access Apps. I have a Apple ID that works upon logging in to ITunes. The issue is trying to add a debit / credit card. Unless you do this; the error appearing is 'You must complete the entire form'.
