I can't get my iPad on after update

I updated my iPad with the 9.5 version after I could not install an app without the update, after update, computer restarted, says go to iTunes, nothing else, cannot get into my iPad, I had a friend get into my iTunes but do not see anything that would help me get back in my ipad

Hi, My iPad locked me out and so I tried to update and restore. I downloaded the required and recommended update but my iPad could not be restored and my iTunes displayed and error message (9).
