Safari won't update bookmarks between devices

So I have two problems that I believe are related and solving one (I believe) will solve the other.

Problem 1: Bookmarks are not syncing between my Mid 2012 MacBook Pro and my iPhone 6S

Problem 2: I can not move, delete, add, or edit my bookmarks in anyway on my MacBook Pro. It gives me the following message. "You can’t change your bookmarks right now because they are being synchronized. Wait a few minutes, and then try again." I believe this is caused by problem 1, but I could easily be wrong. I can edit all of the bookmarks just fine on the iPhone, they just are not syncing to the MacBook Pro.

MacBook Pro is running MacOS High Sierra 10.13.3 and Safari 11.0.3

iPhone is running iOS 11.2.6

I have tried the following

-I have checked both devices for updates multiple times

-I have turned iCloud safari sharing off and back on (Both devices), and reset the devices before, between, and after changing settings.

-I have logged out of iCloud and back in on the MacBook, also restarting the MacBook before, in between, and after. (the phone is running fine so I haven't tried on it, maybe I should?)

-I have cleared the safari cache (Command + Option + E) on the MacBook.

One weird thing that happened, I organized all of my bookmarks into folders on my iPhone, and deleted and added a bunch, before attempting to fix anything, so I would definitely notice any changes. After restarting my MacBook, Logging out of iCloud, Restarting MacBook, Logging back into iCloud, and restarting MacBook again, there were just a few duplicate bookmarks that appeared on my iPhone, outside of the folder I'd just put them in, and they were also still in the folder. But, other than that there have been no changes between the 2 devices. I don't even know what else to do.

Please help me,

Since you haven't tried it yet, try logging out of iCloud and then back in on the phone.

On the computer, Safari/File/Export Bookmarks. That will save a copy in case it is needed. Then try restarting the computer and the phone. Allow time for syncing to take place. If that doesn't work, repeat the troubleshooting steps you tried before.

If the Bookmarks still won't sync, try booting the computer into the Safe Mode to see if they will sync.

Safe Mode Startup – El Capitan. also Sierra

If it works in the Safe Mode, try running this program when booted normally and then copy and paste the output in a reply. The program was created by Etresoft, a frequent contributor. Please use copy and paste as screen shots can be hard to read. Click “Share Report” button in the toolbar, select “Copy to Clipboard” and then paste into a reply. This will show what is running on your computer. No personal information is shown. You can run the report for free at least once, but if you run it several times, at some point it will ask you to pay a license fee.
